Yes, quite likely if that is the case.

To test use telnet. Open a command shell and telnet to the Oracle server IP address on port 1521, e.g.
C:\> telnet 196.168.0.100 1521

If you do not get a connection, it means that the server on that port is not reachable from that local machine.
