I don't know if there are tools out there ready for you to use. But you can certainly model it if you have a test environment. Memory and Storage
are usually easier to size. CPU is more difficult but more critical.

Whether you hire a consultant or perform your own modeling, you will need a lot of data before you start, such as which SQLs will be running at what rate, what are the CPU cost per execution for each SQL.

The cost(buffer gets) of SQL has to do with real production data size and
value distribution, therefor, you can not obtain this from a test dataset.
If you do not have a dataset that is close to production, even a highly paid consultant can not help you either.

But if you are only interested in high level estimate, such as whether a 4 CPU box or a 8 CPU box would fit, instead of trying to find out what the
