Since it was an Oracle advertisement, I think it is safe to assume that they botched the message as they have done repeatedly.

What they showed, based on your description, is Transparent Application Failover, which is part of Net Services and is available with RAC and with DataGuard. It has nothing to do with use of the grid control to manage repurposing of resources.
