How did you replicate changes? Try recreating the listener.ora locally with the whizzer. Also check the v$shared_server, v$mts, v$dispatcher, v$queue and v$circuit views, although if it is not starting I would suspect they won't show anything. Maybe even try getting rid of the listener.ora completely and see what it picks up via default registration. Maybe something kooky with your loopback. Also, spool good and bad v$parameter to files and diff. And of course, ORACLE_HOME and ...SID/TWO_TASK exported, be sure you're not making the really silly mistake, like we all have.

The real question might be, why is processes so low? Maybe a kernel issue (one of the processes parameters) on that problem machine? How many dedicated sessions can you get?
