You may need to try "clean starting" the agent (search metalink or google). This may also require a reboot. Note that if you have any jobs setup in OEM they will need to be resubmitted (make sure you have them in the job library; if you're using OEM).

Also, in some cases (it was true in ours) you may need to set the agent service startup to manual instead of automatic. You can then create a script to start the service after the machine boots up (we delayed about five minutes; note that the script should be run via a group policy; can be a local policy using gpedit.msc). This is a known bug (at least in 9.2.0.4; you didn't mention version other than 8i, but it may suffer from the same bug).
