Personal Edition does NOT provide access to support - no edition, nor any license, does. However, you do need to have a 'production' or 'deployment' license (my terms) to purchase support or media.

Rewriting my statement, to make it clearer to those who don't abuse language as I do:

Personal Edition provides all the capability of Enterprise Edition that is suitable to a single node, single instance environment. This is the least expensive way of purchasing a full deployment RDBMS license which can be referenced when purchasing media or support.

(Caveat: unless something has changed since I purchased my PE licenses, specifically to purchase support access.)
