Your assumption about port 1521 is possibly in error. 8080 and 2100 are for other Oracle supporting protocols, especially used in conjunction with OHS (app server) or iSQLPlus.
The change that impacts you likely has little to do with the database. What else in your environment has changed - new s/w or config, app servers, etc?
