The easiest way would be to run the Database Creation Assistant (dbca) and have it create a database for you. You can also use it to create scripts to create a database, that you can modify to be exactly as you want (this is what many experienced DBA's do - you must select the New Database option to get the opportunity to save the scripts, not any of the template options like Data Warehouse or General Purpose. ).

Be sure the other database you are importing from is at an equal or lowerer version of Oracle.
