Oracle 9i - switching to rule based optimizer optimizer

In 8i, if the init.ora initialization parameter optimizer_goal=choose
was set, then removing statistics would cause oracle to use the rule
based optimizer.  Does anyone know if 9i works the same way?  We would
like to try out the rule based optimizer during some testing, but
don't want to effect others on the same instance.
