I had exactly the same problem on windows server 2003.



Have you used fixed IP address anywhere in your Oracle installation  ?
Are you using DHCP ?



The IP address may have changed after a reboot.



I solved this probhlem by using server alias rather than a fixed IP in
our Oracle and other vendors' software installations.  It will work
even with DHCP
