That is a bit of a surprise, especially after Larry and the board made it clear a few years ago that (heavily paraphrased) 'Oracle is Oracle is Oracle regardless of where it's Oracle. Policy is set at the top and is consistent world-wide. Deviation in policy is grounds for dismissal.'
