As someone said earlier (forget who) if you are using MTS then you can configure the dispatchers on specific ports.

In that configuration, you can bypass connecting thru the listener and have the client connections directed to specific dispatcher ports.

"Most" sites that use oracle connected to the internet have intermediate layers of firewalls, application (web) servers, more firewalls, then oracle on the inside. You can then carefully configure/control port specific rules between the various layers. I recommend against letting anyone externally connect into a database directly unless going thru a VPN.
