Yes your steps look correct ...

Now when you get to creating a database.

If you use dbca and create a NEW database, the NEW database is not built from one of the presupplied ones (that include datafiles/etc).

A NEW database is then built from scratch and uses the already patched scripts to build it with, so you do not have to run catpatch etc.

In contrast, if you select one of the other oracle choices (OLTP, Datawarehouse, forget exact wording) these will load datafiles that were built earlier ... then you do have to run catpatch etc to migrate those old prebuilt databases to synch them up with the maintenance ( ie stick in patched plsql code, patched java code, etc ).
