I'm guessing:

• Linux
  • referencing dbstart
  • any UNIX person will mention the OS
• Oracle9i Release 2

You probably have the system created to use the spfile. Read up about spfile and creating pfile from spfile, then either:

• change the dbstart script to look for the appropriate spfile (preferred)
• run using pfile
