Nope - just -20000 thru -20999

It's just what it says: a policy error.
Looks like a policy is in place, probably enforced
by a on-logon trigger. I'd look there (as SYS) for
starters.
Also - an invalid (policy) function may cause this error;
see if all functions/procedures are valid
