JDeveloper was completly re-written for the 9i release - today, there is no Borland code left in JDeveloper.
How do they compare?
Price
JDeveloper $995 - or free if you get the Oracle Application Server
Borland JBuilder - ~$3,500 for a new one - and around 1800 each time
you want to upgrade.
Functionality that JDeveloper has and JBuilder is missing -
Visual JSP editing
Visual XML Schema
UML Class Modeling with forward engineering (Borland only does
reverse)
UML Use Case and Activity diagrams (Borland will try to sell you
TogetherJ for this $$$$$)
DB development (PL/SQL editing/debugging, publish Stored procedures as
Web services and more).
And many other small things.
