BASTs (being related to you) may be delivered until a subsequent convert or release completes. If a conflicting request occurs, subsequent converts would fail.

Now lousy programmers (like lousy DBAs) abused the code by using a variable associated with the lock that indicate BASTs should be ignored
==============> the result: many locks are never released! and AGAIN THIS
IS NOT NORMAL OPERATION. The correct way is to issue asynch converts but NO BASTs.
