I would add the use to which applications on the databases are put, although that could be subsets of performance or security. Some apps have strange requirements (for example, have to be in particular schemata or absurd grants), and some things may not play well with others (such as DSS and OLTP systems, or just about anything on Windows). In addition, some users may have different expectations - a DSS user may be more flexible than an emergency services dispatcher.
