It is the password that the user SYS will use when connecting to the database in order to perform privileged actions, assuming that you actually want to use password file authentication and haven't configured your /etc/groups in such a way that in fact operating system authentication of privileged users is in use.

That's an extremely basic question (which is OK, because we all had to start somewhere). Do have a look at http://tahiti.oracle.com and obtain the Oracle Concepts book. You need it to authenticate as a privileged user (IE, one who is able to perform the 5 privileged actions of startup, shutdown, backup, recover and create database) unless you prefer to use the O/S authentication mechanism.
