Oracle per processor licensing on Win ?

Our customer bought Oracle 9i Standard license per processor.
Server is based on Windows 2003 with standard minimum 5 CAL.
What kind of additional (if any) MS licenses he needs to comply licensing rules?
Nobody connects to Windows server beyond Oracle server.
There is more than 100 concurrent machines (Oracle clients) in local network 
connecting to database from Win workstation.
