I wonder why think "full table scans [are] bad for performance". An FTS is just a way to access data. It may be that due to the nature of your application, this is the most efficient way(or not). You need to analyze the application itself (design, SQL queries, etc.) before making any conclusions as to whether some metric is 'good' or 'bad'. The number you've presented is quite meaningless without a context.
