Crikey. One million rows taking 30 seconds? That's pretty lousy performance before you start even looking at the second instance.

Better start with comparing the spfiles/init.oras. Next, best roll out statspack on each instance and visit www.oraperf.com. After that, it's a lot of fun with v$sysstat and the various 'global' statistics.

Basically, with no details about Oracle (specific) version, shared storage architecture or pretty much anything else, there's not a lot to go on here.
