Because a ballot conducted some 4/5 years ago showed the newsgroup members wanted it to be divided in several specialized areas. With the result that those people who don't know (or don't want to find out) what to post in which group, cross- and multipost in 4 groups. Of which comp.databases.oracle isn't being conducted by many providers, as a result of the ballot.
