Hello Why,

  During installation Oracle not just installs files - it also writes considerable amount of information into registry.

  IMHO - take the time and reinstall it.

  If you'd like to try to fix it manually, you'll need to use file access and registry access tracing tools, identify what is missing and try to fix it by reconstructing registry keys and bringing missing files from installation CDs. Unless it is emergency I would strongly suggest not to do it.
