I have no personal experience with Tivoli, so my thoughts might be actually
wrong, but all BackupSoftware I've worked with was similar in this respect,
so probably that applies also to Tivoli.
If you think about it just a little bit, you'll realise that you can put the management part of Tivoli where ever you like it, but if you want or need to backup to tape directly, you should definitly have the backup client on your production database. How on earth should the backup else get onto tape?
After that, it's up to you and the money you're willing to spend if the tape library is on the same network as your clients (urghh), has a dedicated network or even (for large volumes) a fiberchannel fabric with serverless backup.
