Ah - that would be the simjit-PIV bug - Java is included in 9iAS. There are workaround for that - you can disable the just-in-time compiler alltogether, for one.
And this case would use Portal and SSO - you did not tell what you wanted - if it's just the modplsql, there are versions and lookalikes in the freeware circuit as well.
