No, the feature was mentioned on the beta release of the 9i New Features course, so it was there in 9.0.1 (and with the OEM that was released with that version). I used to demo it regularly in class.

The option is "Use the online catalog (data dictionary)" and it's selected by default.

And that first screenshot comes from OEM 9.2.0.1.0 (see also www.dizwell.com/version.jpg for proof of that, too).
