He's not on an other machine, if I understood the OP correctly.

And after a review of the feature matrix I don't see what feature Personal Oracle is missing that prevents him from performing an external authentification.

 From the list of error messages on otn:

ORA-01004 default username feature not supported; logon denied

     Cause: An attempt was made to use automatic logon on a system not supporting this feature.

     Action: Provide the complete username and password to log on to Oracle.

Great. That says it all ;-)
