Ben,

Let me simplify my explanation since, as someone correctly pointed out, you are probably unfamiliar with Oracle block dumps.

Please ignore the Oracle documentation for now since it does not reflect what is happening in reality regarding initrans/maxtrans in 9i. The behaviour is as follows:

When you specify initrans from two to whatever, the requested number of transaction slots is created;
When you specify one slot, two are created anyway.
