No, actually I suspect it was written by someone fairly young and full of fight & vinegar who recently took some Java courses after falling in love with some sales talk. I also suspect the up-and-comer is the darling of some manager. And finally, there is a sales rep somewhere close.

I deduce that because

  1. they have no experience at code maintenance
  2. they are not talking from a corporate pocketbook viewpoint
  3. they use the 'I' implying confidence and authority
  4. they are using the 'we don't trust Oracle to support this' line (usually directly from a vendor who keeps saying "how in the world can the claim extertise here when WE are the acknowledged experts).

The writer does not have a low IQ. They have a very very low UBQ (Understanding of the Business [vs technology] quotient) but they are acknowledged as well versed in technology and therefore an authority to be trusted.
