And I'd really like to know where that idea came from because it is absolutely untrue.

Go to $ORACLE_HOME/rdbms/admin.

Open the file u0801070.sql

Read the description. Heck I'll save you the trouble:

Rem     This script is to be used for upgrading an 8.1.6 database to the
Rem     new release.  This script provides a direct upgrade path from 8.1.6
Rem     to the new Oracle release.

Taken from my 9.2.0.4 install.
