I think you are right, but there is a TABLESPACE= parameter that was introduced (I think) in conjunction with TRANSPORT_TABLESPACE that might be of use standalone on the export. Depending on the number of owners involved an import with the user predefined to default to the new tablespace or an import using preallocated objects sould be an option from the TABLESPACE= export.
