Try commenting out all references to CBI in the listener.ora file. stop listener, stop dbsnmp, verify that it is stopped with ps, then restart listener. Wait a minute, then see what lsnrctl status tells you.

Also, check out the bugfixes listed in the 8.1.7.4 patchsets, there may be something interesting there.

Just some thoughts.
