Oracle9iAS OEM vs. dcmctl with infrastructure installed

I understand that the 9iAS configuration parameters move out of the
flat files and into the repository if infrastructure is installed
using )Oracle9iAS 9.0.3.



It is obvious that OEM can be used for management tasks, but I'm not a
GUI kind of person.  Does dcmctl know to look in the iasdb if the flat
files do not exist?
