AFAIK, the "configuration data" is NOT stored in the DB. It is stored in XML file & then used to actually build things like the httpd.conf files & such. Simply put, the "flat files" MUST exist. Not on that, but if you manually edit the actual *conf files, you'll introduce EXTREME confusion into the 9iAS Infrastructure. This is true for both V9.0.2 and V9.0.3; which might get fixed in V9.0.4.

One BIG word of caution.
Be sure to shutdown the Enterprise Manager website (emctl stop) before using dcmctl to change configuration. If/when both are used "at the same time" you'll trash the infrastructure data & get to recover by doing yet another (re)installation. This is a KNOWN bug & documented on MetaLink.
