Listener connection in TIME_WAIT status

I'm having trouble accessing Oracle (9.0.1.1.1) from a Java application under Win2k.
The application open some concurrent connections to the database. After a few connection (about 3 or 4) when the next is created it seems to hang in TIME_WAIT state.
What does it mean? These is something wrong in listener configuration?

I'm using the classes12.jar library provided with the database.

Suggestions will be appreciated.
