Can SYS connect without as sysdba

Is it possible to connect to an 817 database (on W2K) using 'connect sys/password_at_instance' without having to add the 'as sysdba'? I have a 3rd party application that as part of the install routine needs to connect using sys, but it doesn't understand the 'as sysdba' syntax.
