ALTER DATABASE:
Changes the operation of a database with respect to redo logs and data files. Backs up control files. Mounts, Dismounts, Opens, Closes a database. Performs media recovery.

ALTER SYSTEM:
Performs a specialized system function e.g. Kill session, Start/Stop archiving etc.
