Right now, I'm programming something like that. However, my outcome will be home made Logical Standby Database (Data Guard). I do not do it, because of money (we're using only EE), but because of other reasons.
Basically everything works using logminer to get SQLs from archived redos and then applying these SQLs to target database. Complete logic works on target database, so there is no additional load on source DB (with exception of supplemental log group). Looks like this will work. Hopefully.
