I have it on 8.1.7 and 9iR1 as follow ==>

/u01/app/oracle/product/8.1.7/bin/trcasstO

oracle:jupiter> ls $ORACLE_HOME/bin/trc*/export/home/u01/app/oracle/product/9.0.1/bin/trcroute
/export/home/u01/app/oracle/product/9.0.1/bin/trcasst

don't know why you do not have it on 9iR2, run the installer again and look through the install options maybe you have not installed it?
