Alison provided that answer: Oracle does not want to become a CA. No doubt they could, if they wanted, although there's some hassle to get everything secured, and approved. Machines on which the certificates are generated may not be network connected, are housed in bunkers, or cellars of abandoned banks (like the one some 10 klix down the road), only authorized personnel is allowed in the vicinity of the machine, etc, etc.
