Is that database a clone of an EE database and then run in an SE instance? We had a similar "problem" cloning a (8.1.7) database with partitioning option to a server with Oracle running without the partitioning option. Everything worked fine, including the existing partitions. We just could not create any new partitioned tables. I believe we could even do partition maintenenance (split/merge) on existing partitions, but am not 100% certain at the moment.
