Morning Jan,

Statspack.

Install it and run snapshots during the normal times as well as the bad times. Once you have the normal times reported on, you'll know what is different in the bad times. The snapshot reports will show you the top wait events which are where you want to be looking in the first place. Just make sure you have timed_statistics turned on though - otherwise you won't get any idea how bad the waits are.

Unfortunately, most performance tuning is 80% application design, 10% database design, the rest is server performance and database performance.
