Seems to me that Oracle would need access to the version that needs to be certified before Oracle would comment on whether it is, or is not, certified. A few counter-questions here:

  1. Given the relationship between the two organizations, does Oracle even get early releases of the software?
  2. Every one of the previous releases of Windows had a service pack "1" released relatively soon after the official general release date. Why would Oracle even consider [spending the time/effort] to certify before SP-1?
  3. With plans to desupport 8i this year, would it make sense to certify 8i on the new OS?

You ask for opinions, not facts (in this case, only Oracle can give the facts). So my comments echo those of others ... 8i & 9iR1 are unlikely, 9iR2 (9.2) is possible.
