The Release Notes state that the earliest version of the production that this patch may be applied to is 8.1.7.4.1. Does this mean I need the other patch set too? The 8.1.7.4.1 patch set is not available on Oracle's Metalink. I assume 8.1.7.4.6 is cumulative of earlier 8.1.7 patch versions.

I searched the system for Oranl8.dll and only one file was found.
