I'd definitely second the advice to get Tom's book. It is exactly aimed at someone from your sort of background. As for PL/SQL I'd go for Steve Feuerstein's Oracle PL/SQL programming
http://www.oreilly.com/catalog/oraclep3/ which does have all the goodies , but occasionally grates with me.
