Daniel,

You may just have to speak for the Seattle area. Over here on the other side of the mountains (Tri Cities), the DOE site here is mostly Oracle 8i, and possibly some 7.3. I don't know if anyone is on 9i yet, other than for "testing" purposes. Governement sites are slow to upgrade.
