What exactly do you mean by "interfering"? How can jre/jdk install interfere with the installer... specially when it is 1.3.1 or higher?

In any case, Oracle uses JRE_LOCATION parameter in install\oraparam.ini file to locate javaw.exe. Removing jre/jdk install will not resolve anything.

There was a P4 bug but I believe it was resolved in 9i installer. Maybe in OP situation... installer cannot resolve the virtual path listed as ../stage/... in JRE_LOCATION.

Modify oraparam.ini and point JRE_LOCATION to absolute path or to installed jre/jdk e.g. C:\jdk1.3.1. This should work.
