A full database export has
- the create tablespace statements
- the create user statements

If you want to change file locations, you need to run the import with show=y log=<any filename> first, and edit the create tablespace statements from <any file> with vi.
There should be no need to precreate the users. As import/export didn't change in later versions, you can use the 8i server utilities manual to get further info.
