This bit me once when I thought that the export was of just one user and it was in fact a full export of the system. I ended up with my sys and system passwords being changed to that of the system from which the export came. It was much easier for me to just wipe the install of Oracle off my PC and reload it and then to import just the user I wanted.

Having said that, unless you can get the password to sys from the place you got the export from I think you are up the creek without a paddle (unless you have another user defined with DBA privs that wasn't in the export).
